New Regen Delivery Service Launched Led by Industry Expert Cathy Palmer
We’re very happy to announce the launch of a dedicated Regen Delivery service, aimed at assisting Local Authorities and Private Developers in driving forward regeneration projects to improve towns, cities, and neighbourhoods across the UK.
The new service will be led by the experienced Cathy Palmer, who has a rich background in delivering regen projects that positively impact communities.
The move comes in response to the increasing demands for regeneration initiatives, driven by government funding for Levelling Up, Town Deal, Future High Street and Sustainable Transport Settlement Funds.
With her wealth of experience, Cathy Palmer is set to lead the service, providing expertise in creating major mixed used developments helping energise areas making them more vibrant places to live, work and visit. The service will offer a wide range of support including project mobilisation, investment plans, delivery strategies, business case development, grant funding advice, governance, bid support, procurement strategy, project planning and risk management, making it a significant offer in the industry.

Cathy, who joins as the former Head of Regeneration Delivery at Wirral Council where she led Birkenhead’s once-in-a-generation transformation programme, is passionate about place-based regeneration and ensuring communities are at the heart of delivery. This experience combined with Walker Sime’s recent work in Rochdale Town Centre, Liverpool Waters, Eureka!, Wirral Waterfront and Stockport 8 brings a wealth of specialist regen knowledge and a strong track record in delivering regeneration projects.
The Regen Delivery service will draw on the our skilled specialist teams, Quantity Surveying, Project Management, Cost Management, Employers Agent, and Bills of Quantities. This comprehensive approach is designed to provide wide-ranging support to clients as they navigate the complexities of regeneration projects.
